Hereford's Shire Hall, still in active use today as a crown court and council chamber, stands on ground that once held the county's prison, with public executions carried out just outside its front entrance throughout the eighteenth and nineteenth centuries, a genuinely grim history for a building that now handles the ordinary, procedural business of local justice and administration.

The building's cellars and former holding cells are the focus of most reports, gathered mainly during organised paranormal investigation events rather than from staff working there in the course of an ordinary day. Participants at one such seance-style event described seeing dark, indistinct figures moving in the courtrooms below, and noticing sudden unpleasant smells with no obvious source to explain them.

As a working court building with a documented history of executions carried out on the site itself, Shire Hall has more solid historical grounding than most of Hereford's pub ghosts, whose stories tend to rest on thinner and more anecdotal foundations. Even so, the specific reports of figures and smells here come from a single investigative event rather than a longer, accumulated pattern of witness testimony built up over years, and should be weighed accordingly.
