The River Ribble as it passes through Preston produced a single, genuinely specific cryptid report in June 1999, when a witness named Sheila Smith reported seeing what she described as a serpent-like creature moving through the water, a striking and unusual claim for an ordinary English river passing through a working city centre.

As with most single-witness river-monster sightings recorded elsewhere throughout this collection, no photograph or further corroborating evidence survives to support her account, and the most likely mundane explanation, misidentification of an eel, an otter, or simply floating debris caught by the current, cannot actually be ruled out given the limited detail available.

The report is preserved here exactly as it was originally recorded rather than being dismissed outright, entirely consistent with this project's own relaxed approach to genuinely thin single-source material, Sheila Smith's brief 1999 sighting standing as Preston's one and only claimed river serpent encounter on record.
